Rosa, graduated with honors from the California State University Dominguez Hills with a Bachelor Of Science Degree in Public Administration: Administrative Management. She has been employed by Los Angeles County for the last 40 years.
Rosa was elected as Huntington Park's City Treasurer in 1997; becoming the First Hispanic elected City Treasure in the City's history. She served as Health and Education Commissioner, as well as Planning Commissioner. She was elected to the Huntington Park City Council in March 201
