John Noguez (born Juan Renaldo Rodriguez on November 29, 1964) is a Mexican-American politician and former Los Angeles County Assessor. Born in Michoacán, Mexico, he spent his early childhood there before relocating to Boyle Heights, where he completed his formative years and attended Roosevelt High School. Noguez later studied finance with a focus on real estate at California State University, Los Angeles, but left the program three classes short of earning his bachelor's degree. He does, however, hold an Advanced Appraiser Certificate from the California State Board of Equalization.

Throughout his career, Noguez held several non-partisan leadership roles, including President of the League of California Cities – Los Angeles Division and Secretary-Treasurer of the California Contract Cities Association. Beginning in 2000, he served the City of Huntington Park in multiple capacities—Mayor, City Council Member, and City Clerk. He was elected to the City Council in March 2003, re-elected in 2007, and held the office of Mayor in 2004 and again in 2006.
